Faulty international roaming charges when i have not subscribed

hi

My vodafone no is 98867 93214

i have this number plus two more used by my dad and wife, for over 15 years now and i have no intention to change it.

i was happy with vodafone until now.

based on a bitter experience in 2015 during my singapore trip,

when the data bill shot up beyond my imagination, i have ever since been very careful when i travel international,

this time during my trip to usa i made sure to turn off international roaming and data on my phone before boarding,

i even received a message from vodafone after reaching usa that my roaming is not activated since i had turned it off before boarding,

now im wondering how my bill has come upto 19000 and more

i did visit a vodafone center, i was told that i have been charged for even missed calls,

how did the calls connect while i had my roaming was off,

how should the customers imagine that missed calls on roaming is charged, i will simply take my sim card out of my phone when i travel next time,

i dont want to go through this again,

please look in to my bill and waive off my data and missed call charges,

i have no intention to pay this amount, i will contest the same if necessary,

i have no intention to change my number nor service, like i said its over 15 years now,

i suggest you retain a old customer like me and waive off my roaming charges,

please answer the following questions

1. How did the international roaming work when I had switched off  international roaming on my phone?

It seems to be a system error
2. Why did I get a message after landing in USA that my international roaming is not active since I had switched off the roaming option before boarding?
3. Why will anybody with another USA local no use international roaming from India, also when there is enough free  wifi facility and WhatsApp?
4 . Why did Vodafone waive off over 25000/ on my bill last time when they did a similar faulty billing during my Singapore trip?
5. After my Singapore bill experience I had requested to cut off all my international roaming facilities, even after this why have they provided roaming facility by default?
6. a couple of time vodafone disconnected my out going call  service when ever my bill amount crossed over 4000 rupees, question is why they did not disconnect my phone roaming services when it went beyond 4000 rupees during my trip to usa?
what limit have they assigned to my numbers billing ? and who gave them permission to do that?
