1. Facts of the Case
The complainant paid ₹60,352.82 through the CARS24 platform on 21 May 2026 towards payment of an e-Challan.
The payment was made for the following challan:
Vehicle Number: AS14AC2583
Challan Number: AS209748240515140905
Challan Amount: ₹60,000
Order ID: #5760292
Ticket ID: 2728858
The amount was successfully debited from the complainant’s bank account, and CARS24 confirmed receipt of the payment.
CARS24 subsequently marked the challan as “Settled” on its own website and mobile platform.
However, even after more than two months, the official NextGen e-Challan/VAHAN portal continues to display the challan as “Pending.”
The complainant repeatedly contacted CARS24 through emails and reminders requesting documentary proof of payment or a refund.
Instead of resolving the issue, CARS24 repeatedly sent generic replies stating that:
“Your challan has been settled successfully from our end.”
and
“Some states are still undergoing status synchronization.”
Despite repeated requests, CARS24 has failed to provide:
UTR/Transaction Reference Number
Government payment acknowledgement
Settlement confirmation
Proof that the amount has actually reached the Government authority.
By falsely displaying the challan as “Settled” while the Government portal continues to show it as “Pending,” CARS24 has misled the complainant and failed to provide the service for which payment was made.
Due to the negligence and deficiency in service of CARS24, the complainant has suffered financial loss, inconvenience, mental harassment, and has been unable to complete important vehicle-related formalities.
