Text of Complaint by Ashish Mangal:

At 9:01 PM on 12.08.22 I received a text from Irctc that my train no 18238 schedule for departure from Ambala to Dholpur on 13.08.22 is cancelled.

Accordingly, I made alternative arrangements. But on 13.08.22 I received another text from Irctc that chart for train no. 18238 has been prepared and the train is scheduled for departure on time.

I filed TDR on 13.08.22 reference no. 100000666189787 well before time and as per rules, relying on the first message from irctc that my train is cancelled. My refund was denied.

I pursued this matter with irctc on email but wasn’t availed any solution.

I further filed a CPGRAM complaint, registration no. MORLY/E/2022/17128 but didn’t receive my refund back.

I suffered unnecessary and avoidable inconvenience due to the sms stating my train has been cancelled and now I am further being harassed for not refunding my money.

Its my sincere request to please look into this matter, if my train wasn’t cancelled why did I receive text stating it’s cancelled and if that was so, why refund is not generated.

  1. Similar thing happened to me and my family trip. I had made a travel plan with family to visit Simla via Kalka Simla train route using train no 52455 /Himalayan Queen PNR 2531801181 on 3rd November and return using train no 52456/Himalayan Queen PNR 2750718420 on 5th November.
I even booked a hotel at Simla for the stay in between above dates. However, I received two SMS from IRCTC telling that above two trains were cancelled due to unavoidable circumstances and Inconvenience is deeply regretted, which I verified from IRCTC website as being true. Acting fast I went for cancelling my entire trip asking hoteliers for refund.
Now when my family trip is cancelled out of nowhere I got a message from IRCTC today citing “Train No.52456 of 05/11/2023 cancelled earlier has been restored now. CRIS” and “Train No.52455 of 03/11/2023 cancelled earlier has been restored now. CRIS”. When I checked my IRCTC booking history I found my tickets were still having status as confirmed. I had hoped since the train was cancelled my tickets should have automatically been cancelled by now but they were not.
Since my travel plan was already in shambles I went for cancellation of two tickets. But to my surprise, out of total collected fare of Rs 1325 per ticket , Rs 950 per ticket were being charged as cancellation fee and I would only be receiving Rs 350 per ticket. This is highway robbery.
