i am with Vodafone since 11 years
In my current plan i have 40 GB data free per month
and i have not downloaded any Google Play Download of Rs.506.43/-
i have fixed plan of Rs.399/- so why they are charging me Rs.506.43/-
same case happened with me several time and charging me the same reason
