i booked my ticket on 19 april by rsrtc app paid amount by phonepay app..my amount got deducted but my ticket is not given and i dint get my refund after 10 days ..plz help

I tried booking ticket from Jaipur to dehradun the money got deducted twice but the ticket was not booked. It happened on 27th July the authorities said that money will be refunded back within a week.
