I ordered a stanless dishes rack but received a worthless black basket instead. I try to return it but the company is charging shipping fees exceeding the value of the Item paid

i tried to received a reimbursement from paypall but they stick to the shipping receipt. It is a scam. How can they do business defrauding people.  HOW TO STOP THEM
