I have got a SMS as discount on in PC on 17th August 2020 from the mobile no. +919328908332

Through the website boxgig.in,I paid Rs.2999 for a Tablet with keyboard.
The amount was deducted through payU money. But after payment there is no messages. Not able to contact merchant. The website was removed.
Then I have contacted payU money. They have given the merchant address. It was fake company. They are cheating like this to get money. Once got money, They disappear.
I wonder whether we are living in a country with law.
To start a bank account, we need AADHAR, PAN, mobile number etc. Then how these cheaters can survive.
Kindly help. I have attached all the documents.
