Mobilestore has been debiting my bank account without my authorization and I cannot reverse the debit order and also the bank cannot assist with it.

Moble store had debited my account,whilst they told me few days ago that my contract was not successful due to my credit record
Moblestore has been deducting my money and I don’t even know who they are…please help me
Since I did apply for cellphone 9 months ago but I didn’t receive it.
I have situation of ur stores because every month they deducting money on my bank but I didn’t receive the phone.
Please advise.
