Facts –

1. On 5th May 23 at around 10.10 am , I booked tatkal ticket on IRCTC website for 22120 Tejas Exp with travel date as 7th May23 from KRML to CSMT. I was allotted ticket with TQWL-6 status i.e a waitlisted ticket !!!!!

2. On 6th May 23 at around 9.40 pm (as there was no email/ SMS or tele-communication on any changes in current WL status with improvement) after checking the same waitlisted TQWL-6 status of my ticket on the same IRCTC website, i cancelled the booking on net and IRCTC website accepted the same instantly without any warning message etc !!!!

3. Copy of the booking / ticket after cancellation is attached which shows status as TQWL-6 and “chart not prepared” . Obviously ticket was not confirmed as per IRCTC website at the time of cancellation.

4. However, message displayed on IRCTC website as ” No refund” after accepting cancellation. I wrote to IRCTC but they said no refund is applicable on cancellation of confirmed Tatqal Ticket.

5. On travel date 7th May 23 much before train departure , i have personally been to KRML (Karmali, Goa) station which was boarding station and discussed with station counter staff showing the booking. They said it will be system error , it was Sunday and so I should get refund automatically after two days once concerned IT team corrects the same !!! They also checked their online Railway System and advised me that ticket is cancelled in the System and TDR is not possible when I was trying that option also as there was ample time for Train to arrive at the station !!!!

6. After writing back to IRCTC explaining above, vide mail dated 7th May 23, IRCTC is disowning this problem , strangely stating that the matter pertains to Indian Railway as the ” Ticket was confirmed ” in their records. I sent them the screenshot of cancelled ticket from IRCTC website showing TQWL 6 (waitlisted) status also but they are ignoring the same . There is no other known forum other than care@IRCTC.co.in for cancellation of internet related railway booking and IRCTC are just washing off their hands, hinting its Indian Railway problem. How do I receive my refund ?. Please instruct IRCTC to review the attached ticket and ensure appropriate refund on legitimate cancellation

May I request you to look into the same on one sided monopolistic behaviour of IRCTC and instruct them to arrange for appropriate refund on cancellation of PNR 8402920616 .

The Train rescheduling/not touching boarding station and other related query/messages are being sent directly by Indian Railways ; hence this matter does not pertain to IRCTC.

Further, you should inquire about the current running status /timing with 139 before boarding the train.

Dear Sir / Madam

It was not a confirmed Tatqal ticket. I repeat NOT A CONFIRMED TICKET. There is a system error perhaps which is showing it was confirmed. It was TQWL 6 ticket at the time of booking and status showed the same TQWL 6 at the time of cancellation at around 9.30 pm on 6th May 2023 on website. The travel date was 7th May 2023 and chart was not prepared at the time of cancellation on 6th May 2023. I did not receive any sms or email also that the waitlisted Tatqal ticket was confirmed before chart preparation. If it was confirmed, I would not have made alternative travel arrangements.

Please check the records . A copy of print out of ticket is attached. Please check TQWL6 status with cancellation status as well !!!!!

I had been to Karmali Station on 7th May 23 at 1.45 pm (boarding point) and they told me I will get refund after deduction of nominal amount and I can’t file TDR as ticket was already cancelled.

Please ensure refund at the earliest.

On Saturday, May 6, 2023, at 10.10 am , I had booked e- Tatqal ticket with PNR 8402929616 with status as TQWL6 . This was for travelling on 7th May 2023 by Tejas express from Karmali to CSTM.

Since ticket was not confirmed , I cancelled same day at around 9.30 pm . However, I received following email after cancellation, stating No Refund on cancellation.

Since chart was not prepared and my ticket was in TQWL6 status at the time of cancellation, how refund is not considered ? There seems to be some error. Please look into the same and arrange to give me appropriate refund as per Rules.
