money is deducted from wallet but payment from bank is pending

money got deducted from my bank but transaction status is showing as pending from bank side.
I booked my ticket in tatkal quota
Even I got stuck in the same, whether is that ticket got confirmed ? / refund returned by bank ?
I cancelled a ticket on 13.07.19. The irctc portal cobfirms that the refund has been made on 14.07.19 under refund id 100000350814099. Today on 20.07.19 Ivisited my banker web portal that confirmed that the refund amount has not been credited even after 7 days of refund. What to do?
