Airtel has deceptively charged me for international data when no such data package was activated

I travelled to thailand and did not activate any data package. I travelled for 15 days and didnot make any call from my phone. I used hotel wifi for data. However Airtel has charged me data charges when I was not even aware that such a charge was levied. Before leaving India i had not activated or called them for this service. When I asked them to furnish legal document from my side for consent that I need international roaming, they are not sharing any of these, instead they are sharing itemised billing. That means without customers knoweldge they are connecting me to an ineternational network and charging me for data when I am using hotel wifi. I didnot even know I had network. This is deceptive practice of increasing revenue. Prior to this all thorugh year I have been travelling internationally with an activated data package, so i know the formalities. This time no such formal communication was made from my end and I am levied a charge of 649 per day amounting to 3999. They are catching users unaware and claiming I used data when I didnot even ask for this data. There is no such legal consent or proof, so how come airtel connects me to an international network. Why was my consent not taken?
