I have recived a used shirts

My sister order three dresses from an online boutique named Astonish boutique. And I pay 1500+ 300 for shipping charge .total 1800 paid. Then they said that according to their policy extra 1800 rps must be pay to confirm the order . That’s their policy. They said after confirmation they refund 1800. I paid extra 1800. Total 3600 paid. Now they says that minimum refund is 6000 . So pay the remaining amount for refund . I cancelled the order but they didn’t refund the amount .what should I do?
