The payment are not successful complete,but the money are deducted by the account and recharge are not done

on 23rd of March I had recharged Tata Sky Dish TV through Deal me good amount to Rs5487, out of which an amount of Rs 5323 was dedected from my credit card. the recharge failed, but refunds has not been made so far.
I went for bsnl recharge 1 offer of 187 and did 186. Via google pay. Cash has gone from the account. Not recharged please refund my cash. otherwise im complaint to consumer court.
