Instagram ID “kabirmalik.97”

I have order an iphone 11 pro max from an instagram id named kabirmalik.97 as he was giving huge discount on that product. I have paid him 15000 rs for that. Now he had blocked me from that platform. I need the government to take strict action against him as he is looting innocent people
