I paid an amount of Rs 5400.00 ( Rs 3700+570+1130) towards purchase of kids remote controlled ride on car,ride on bike to Mr.Pintu Thakor to his ICICI upi , # tpinti161@icici and he blocked me from his whats app, facebook-Found him on facebook marketplace
Only think I know is his mobile no and his icici UPI

please suggest how can I get a refund and can ICICI block his account and send me my money
