Subject: Complaint about wrong electricity billing

Ref:  Consumer no: 1042018324, Area: Forbesganj (R)

Dear Sir/Madam,

My house at village Doria Sonapur, Anchal Forbesganj, Dist Araria Bihar 854311, is having electricity connection bearing consumer number 1042018324. I had received the electricity bill for an amount of Rs 10,718 on Feb -19.

I had raised the concern via an email dated 6 Feb-19 to the concerned authority but I did not receive any reply. Thereafter, I sent follow up email all was unanswered. After that, I visit in person to the electric office at Forbesganj with the video of electric meter .They said that it is defective and needs to be replaced.

On 6 Nov-19 Chandan sir  requested to replace the meter thereafter it was replaced by a new tested meter. At the same time, I was given assurance that bills of previous months before the month in which the dispute has arisen shall be revised in the subsequent bill as per the test results.

Readings for the months of Jan-20 shows   11 (Ok, N). But the electricity bill I received for the month of Jan-2020 is Rs 17,676 which is inclusive of arrears suggesting no changes have been done.

On 15 Feb -2020 at around 1: 17 pm. I received a call from a number +917763815263. He said I’m SDO Forbesganj speaking and asked to share my grievance, which I did.

He was trying to convince me that as per government directives I can’t generate bill lesser than 40 Units. If it is true statement , can he change the reading of Jan-20   to   40 units because it is lesser than 40 units?  Further, he said in your case I can do one thing that I will generate bill since you took the connection  that is 2010. Each month’s consumption will be shown 40 Units .which is unacceptable.

POINTS OF CONTENTION

  1. Meter reading is  320 (OK, M) for Jan -17 .interpretation given by meter reader is that reading has been taken by physically reaching the consumer’s premises. Same has been exercised next time on Dec-18   and Jan-20   with the reading of   2907 (OK, N)   and   11 (OK, N)   For the rest of the months, reading was taken on average. Refer attachment file for detailed information.
  2. What is the logic of calculating the electric consumption of 40 units from the inception that is 2010.already a valid reading available till Jan -17.but there is an ambiguity when the meter starting malfunctioning. Data suggest it could be any time between Jan-17 to dec-18.

  1. My long-pending demand was that I want to cross-check the meter reading of 2907 (OK, N) units  for Dec-18   month from the company record .which   was never full- filled.

  1. I am ready for ground verification to know the exact consumption at my houses.
  1. On 18 January 2020, I got a call from 7632081109 to my registered number who has asked to visit us in person at Purnea office to discuss more on these issues. I informed that I   stay in Hyderabad at my village house our elders are staying .they can’t appear physically .if some informations are missing .please ask for it I will furnish accordingly.

  1. My request to the competent authority is that please looks into the matter carefully and do the needful as soon as possible .
