Text of Complaint by Gayathri Shanmugam:

I have tried to generate UPC number
10 times, but every time getting below message

UPC cannot be generated as there are subsisting contractual obligations with your service provider. Please contact your service provider for further assistance.

I have also tried to contact in BSNL customer care and asked what is the issue and when it will be resolved? but got reply to email.. I have emailed and waited 60 hours no reply came.. and then again when I called they asked me to email again. Its been 12 hours again still no reply.
