whole aritel is a fraud

i am using two nos. of Airtel the issue is i cannot sent msg from my artel no i am trying to call customer care but no number is available on the internet or website of airtel where i can talk with to customer care directly called to ay times on 121 and 198 bur every time i am getting only one reply that you have insufficient balance so i recharge it twice but still it is not working i am literary tens what to do now  i have some urgent banking work and cant send msg so cant register my self at google pay . even no i cannot port my sim until i am not able to send messages

why there is no Number and email id where customers can connect directly to the company to solve the issues .
