That on 17.11.2022 at 7:15 PM, the complainant received a call from +91 79035 40048 on her phone number (+91 99530 29826) from an unknown person (male), hereinafter referred to as the caller. It is submitted that though the complainant does not know the above-mentioned caller but the person on phone acted as if he was a close personal acquaintance, and kept laughing ominously. The unknown caller kept pressurizing the complainant to accept him as her “guardian”. This was despite the fact that the complainant told him clearly that she does not recognize him and that her parents are her guardians.
4. That among other things, the caller built great pressure on the complainant to agree to his demands without revealing any details which was strange and enigmatic. Therefore, the vehement insistence on the complainant to agree to the same was all the more very threatening for her. It is submitted that even though the complainant maintained her composure despite feeling intimidated, the caller referred to her in disparaging terms and addressed her in manners that were highly discomforting. It is further submitted that the caller also asked the complainant if she was recording the call, and laughed insidiously.
5. That when the complainant asked the caller to speak to her father/brother, the caller showed unwillingness. However, when the complainant’s brother (Binoy Bhushan Agarwal) intervened, the caller became evasive and was unwilling to talk on the matter. However, when asked by complainant’s brother, the caller identified himself as Arun from Muzaffarpur (Bihar). It is submitted that since the complainant and her brother made clear their intent not to engage with the unknown caller, the caller insisted on talking to the complainant again and called her the next day on 18.11.2022 around 6:50 PM.
That the caller’s surreptitious manner, invading on the complainant’s privacy, compelling the complainant to agree to his demands without giving particulars, and unwarranted insistence to talk/contact her, his repeated act of calling the complainant and vehemently attempting to establish personal acquaintance in intimate terms despite complainant’s clear refusal to engage with him, tantamount to stalking, cyber bullying, intimidation and harassment of a woman. 11. That it is stated that the above-named incident is not an isolated instance of harassment on phone. It may relevant to put on record that the complainant has been subjected to persistent telephonic harassments and intimidation by unknown persons, and also by same persons using different phone numbers. The extent of the harassment has been such that even her family members have been subjected to such telephonic harassments that include frequent blank calls, use of abusive language, and/or attempts to establish personal acquaintance, and insisting on knowing her/their personal details while often concealing their own. That despite having blocked such numbers, the harassment continues unabated; different phone numbers are used to call and harass the complainant and her family members in attempts to intimidate, bully and silence the complainant.
The police response has been pathetic. Hence, in view of the above, I request you to kindly provide me with the deatils such as the name, address, email of the person in whose name the connection is registered to track the harasser.
