Text of Complaint by MD NAJMUL HASAN:

Respected Court,

I am writing to formally lodge my complaint regarding an unjust additional amount charged against my consumer number 36054177048. This additional amount originates from another consumer account—36054178009—belonging to Mr. Ataul Hassan.
To provide context:
– Mr. Ataul Hassan, who has been living in my premises as a defaulter, failed to clear the outstanding dues on his account. Consequently, his electricity connection was disconnected by CESC Limited.
– Subsequently, his wife applied for a new meter under the name Curemed Pharmacy, associated with consumer number 36054174037. This pattern of obtaining new connections under different names continues while previous dues remain unpaid, burdening other consumers. Despite my objections and informing Mr. Ataul Hassan, he explicitly refused to pay the outstanding amount, stating, “Do whatever you want.”

CESC Limited, rather than addressing the defaulter’s actions, added the outstanding dues to my meter. Despite my repeated requests for the outstanding amount to be transferred to his wife’s consumer account (associated with Curemed Pharmacy), they declined to take action. Senior officials at the North Regional Office of CESC Limited rudely informed me that I must bear the added charges, claiming they were powerless to assist in this matter.
Additionally:
– Despite lodging a grievance and following up for 15 days, I received no resolution.
– The outstanding dues were later added to my father’s account—36054177001—without justification. The Deputy Manager (Commercial) insisted we pay the full amount, stating that no alternatives were available.

This has placed a significant financial burden on our family:
– The total outstanding amount is approximately ₹34,000, including dues from other consumers.
– Under pressure from disconnection notices, I have paid 50% of the bill, and the remaining amount has been divided into five installments by CESC.

Request for Relief: I kindly request the court’s intervention to:
– Transfer the remaining 50% of the outstanding amount to the defaulter consumer’s account.
– Enforce strict action against defaulting consumers, particularly Mr. Ataul Hassan and his family, for repeatedly exploiting the system to avoid paying dues.
– Investigate CESC Limited’s failure to address grievances properly and forcing other consumers to bear charges unjustly.

Your assistance in this matter will help ensure justice and prevent similar situations for other consumers.
