I order a sound gun for diwali on 21 October but still didn’t received that order the person he a big cheater he said that we will refund your money after 15 days but it’s been 37 days but i didn’t received my money now he is not replying to any text or pick any phone call please do something

This person is now contacting me in the name of Satya and the number is +919910514922. Unable to reach the number by direct call, says the number is out of service, but, he is using this number from Whatsapp and is contacting people. Would someone initiate action on this or such complaints will be ignored permanently?
