Complaints Regarding Banking

I did a double transaction of rupees 6150 to a number on Paytm ,that amount was been sent to a merchant app user ,when i approached the user to reverse the payment he showed me proof that the paytym merchant app has entry of recived transaction but it hasn’t transferred to his account due to which he cant reverse my payment.
